Consider Lending Your Voice: HITOC Stakeholder Survey
You are invited to participate in the first stakeholder survey of the Health Information Technology Oversight Council (HITOC). This survey is intended to help the HITOC identify its stakeholders and assist the HITOC in effectively communicating and engaging Oregonians in its process for developing a state plan for Oregon's statewide health information exchange (HIE).
The federal Office of the National Coordinator (ONC) for Health Information Technology will award $8.58 million to Oregon for planning and implementation of a statewide HIE. This funding includes specific content requirements and tight deadlines for state HIE plans. Today, the ONC released a letter clarifying the goals and functions of state HIEs, stating:
"Our goal, above all else, is to make care better for patients and to make it patient-centered. . . . A key premise: information should follow the patient, and artificial obstacles - technical, business related, bureaucratic - should not get in the way. . . This means we cannot support arrangements that restrict the secure, private exchange of information required for patient care across provider or network boundaries."
The HITOC will solicit and incorporate stakeholder feedback throughout its planning process to ensure that Oregon's statewide HIE meets the needs of Oregonians. The HITOC will coordinate Oregon's public and private statewide efforts in electronic health records adoption and the eventual development of a statewide system for electronic health information exchange. The HITOC takes over previous efforts of the Health Information Infrastructure Advisory Committee (HIIAC) and the Health Information Security & Privacy Collaborative (HISPC).
